Opportunity Zone 2.0 Community Engagement Survey - City of Federal Way

What are Opportunity Zones?

Opportunity Zones are federally designated census tracts where investment is encouraged through tax incentives. The goal is to support economic development, job creation, housing, and community-serving projects in areas that benefit most from new investment.

Federal Way’s Existing Opportunity Zone

Federal Way currently has one designated Opportunity Zone, which is situated in downtown, primarily within the City Center Core and City Center Frame areas. This zone extends west of Interstate 5 to the eastern side of Pacific Highway, from 320th to 304th, and includes key locations such as the Transit Center, Light Rail Station, Performing Arts and Event Center, Town Square Park, and the surrounding commercial corridors.

This Opportunity Zone was designated in 2018 as part of the first round of federal designations aimed at supporting redevelopment, transit-oriented development, and investment that creates jobs. The area has an almost equal amount of land zoned for business and commercial development as it does for housing.
